The maxim means that the dogs that always bark loudly do not bite anyone or fight with any animals as they exhaust their energy in barking from a distant place and as they lack courage to attack or bite either a man an animal. This is a very common saying the people when they witness a person who used to talk unnecessarily wasting the time of his own and others and who boasts himself delivering unworthy promises when we see dark clouds in the sky and hear thunder we suddenly say that they will not shower rain. In the same manner the dogs that bark thundering loud do not harm or bite others. As they bark continuously and loudly, they usurp their energy and they do not have enough courage to attack or bite either a manor an animal or even an dog. When the dogs see a stranger or some other new dogs on their premises, they used to bark loudly but that don’t attack them. When a man is in anger or in anguish, he challenges and even threatens others to kill them. But, after his anger or anguish gets disappeared he will not think of killing.

Nowadays this saying is true in the case of political leaders of our nation. They cry loudly from the platform before the innocent people delivering hundreds of big promises. But after they get down from the platform they forget everything not only about their promises but also the people to whom he delivered those promises. Now, some sects of the people have come to know that the people who talk much can great things omly when their selfish motives have to be fulfilled ie to get votes of the people. But some good-bred dogs seldom bark and can attack skillfully. Similarly, the people who talk less and who are boast less do noble great deeds.
